Specifically, what are the Local Administrator Rights / Local Admin Permissions?

When a user is not a Local Administrator of the workstation, exactly
what rights are taken away?

I already know that when a user is not a Local Admin, that they cannot
install most software or change permissions etc.

I would like a more specific answer to this.

Is there a list of rights or permissions that are not allowed listed
somewhere? Like maybe a Group Policy or Local Policy that I can look
at to see the differences?

Assuming you're running XP Pro, click Start, Run and enter GPEDIT.MSC Go to Computer Configuration, Windows Settings, Security Settings, Local Policies. Under User Right Assignments and Security Options, you'll see the vast majority of what is restricted by Group membership, by default.
