Windows XP Setup - "the application could not be initialized"

I want to remove Outlook Express, but when I go to Add or Remove Programs and
click on Add/Remove Windows Components, I receive this error message:

Windows XP setup could not initialize. Specific error code is Ox2 at line
2088999592.

Does anyone know how to resolve this or, for that matter, know another
method to remove Outlook Express?
