- WindowsXP Standalone Administration

Hi,
Thanks in advance for any comments you have.
I do not have a Domain Controller but want to configure a Win XP box
for guest to use. I need to be able to configure programs from the
Admin account.
Currently, I have been told the only way to do this is by making a
visitor account with Administrative rights and the config programs.
Then to go in via Admin acct and reduce rights to normal user. This is
not convient as the guest is a teen that will try to by pass security
and will attempt to access admin acct.
Secondary issue is how to prevent malicous software from loading as
guest uses PC to browse the internet. I have been told that even with
restricted access, malicous sites will load software using
server/service rights.
