- XP Firewall shows not on.

I have just had to reinstall Win XP Pro due to a corrupt hard drive. I have
SP2 but every time I turn the PC the Win Firewall red shield flashes up on
the toolbar saying it is not switched on but when you double click to check
it is turned on. Is this normal or a settings fault.
