Ok, I downloaded and installed the latest update on both machines.
I connected the computers in turn via crossover, hub, wifi.
I tested the connection by cross-mounting directories and swapping files.
I ran the wizard on the new computer.
I created a floppy.
I ran the floppy as instructed on the old pc.
Nothing I have tried has ever made the network option available.
Am I missing something? Is there some specific network
setting/protocol/service that must be enabled that may have got turned off at
some point?

You need also to set /Properties / File Sharing for at
least some folders.

As I said, I actually cross mounted directories from each machine to the
other, so clearly I had sharing working. I tried running the utility with
drives both mounted and unmounted in case this was interfering with it's
operation.
It still stubornly refuses to acknowledge that there is a network present
even when the two machines are actively sharing directories at the time.
