- Group Policy Management

I am trying to install group policy management on Microsoft Windows Xp with
service pack 2 and have downloaded gpmc.msi to run it asked me to install
Microsoft .Net framework and I have downloaded Microsoft.Net Framework2.0
with service pack 1 but it still keeps asking me to install Microsoft.Net to
run gpmc. Please help!
