I have a machine I bought with XP Home that came with a "Recovery CD" which
would re-install the OS and all the other factory software. Now that machine
is toast (motherboard failure, too old to bother replacing) but I still have
my license key for XP Home and the Recovery CD obviously won't run on
anything but the Cicero system for which it was designed. How can I port my
license to another machine when I don't have a CD with just Windows XP Home
Edition to install from? I don't need a new license key, I still have my
existing key (on the fancy holographic sticker) but I need some way to
install on mostly different hardware?

Sorry, but an OEM licensed version of Windows XP
is non-transferable to a different computer. The license
is no longer valid so you'll need to purchase a new copy
of Windows XP for installation on your new computer.

Unfortunately you can't.
One of the limitations of OEM copies is that they are not transferable. When
the pc dies, the license dies with it.
Doesn't seem fair, but those are the rules.
