Het activeringsproces creëert een band tussen de licentie en de computer waarop de software wordt geïnstalleerd en beperkt de mogelijkheid om de software op andere computers te installeren."

Which says:
Each product has its own key and has to be installed seperately. After install the product has to be activated by phone or internet.
The activationproces creates a link between the license and the computer on which the software was installed.
This reduces the possibility to install the software on other computers.

does this mean that the product key on the COA label goes with only one unique CD?
in other words isn't it possible to use some other OEM CD with my product key?

No, the product key does not go with the OEM CD. Assuming it is a "standard"
OEM CD (Not a OEM Supplier unique), then the Product key can be used with
any of same type of CD.
However, the product key can only be used on one computer and if an OEM then
only on the computer it came with

I've the key and, ofcourse, the laptop
This is a HP EVO laptop. The label tells me

Windows XP 1- 2cpu
HPQ
xxxxx xxxxx xxxxx xxxxx xxxxx

Windows isn't booting anymore because im stuck in a setup with the the wrong xp CD.
During install i'm stuck at entering the key. This made me clear the CD I thought was the
original one isn't.
Can I find out if it is an OEM Supplier Unique key?
Does 'HPQ' means something like that?

The Product Key affixed to your HP computer
is only valid with HP's recovery method. You
cannot use that HP Product Key with any other
Windows XP CD.
