- OWA on SBS 2003 Not Opening Logon Page

I'm configuring an SBS 2003 server & when I try to access OWA, I get the
following error message:
The Friendly message is "HTTP 500 - Internal server error".
The "unfriendly error message is as follows:
Server object error 'ASP 0177 : 800401f3'
Server.CreateObject Failed
/exchweb/bin/auth/owalogon.asp, line 4
800401f3
I get the same error message whether I am at the server itself using
"servername/exchange" OR "local-ip/exchange" or from an outside computer,
using the "internet-IP-address/exchange".
This is the about the 6th "identical" server I am configuring (ie. same
applications, patches, updates, etc.) & only one shows the problem. I am
doing 2 servers side-by-side right now & only one has the problem.
So far, to try to fix this, we have applied KB831464 to the server, but same
problem.
Anyone has any ideas?

What is in the system, event and iis logs?

NOTHING about it in Event Logs & IIS logs basically shows the same message.
I have to make a move now because I have to deliver this server this
upcoming week. I have to assume something went wrong here, though I didn't
notice anything unusual. I've lost more than a day chasing down an answer,
so I think I have to reinstall from scratch & hope it does not happen the
2nd time around. It's just odd because I'm working on another server as
well, with identical hardware & software config, except more RAM and the
problem is not showing on the other one.

The object that it is trying to create at line 4 of owalogon.asp is the
'Scripting.Dictionary'. The server for this object is
c:\windows\system32\scrrun.dll . I would suggest first making sure that
whoever is meant to be using OWA has Execute permissions on this file. If
they have, then I would try re-registering it by opening a CMD window, CDing
to c:\windows\system32 with
cd c:\windows\system32
and typing
regsvr32 scrrun.dll
Make sure that it tells you that it has succeeded, and try again.
