I got a reply to my query to Cox about the problem I was having with the
dropped post I tried to make recently and was almost over-discussed here..
LOL...here is Cox's reply:

Our Cox Newsgroup service is one feature of the Cox High Speed Internet
service. Newsgroups are cyberspace versions of community bulletin

Gentlemen

I have tried in vain to post the following message to Usenet (which I use
frequently) [alt.comp.freeware] and it never appears in the group. It
sends, there is no error message, but it is getting dropped and does not
appear in the newsgroup. All of my other posts go through fine. I am
curious what the issue is.

As a group, we have discussed this at length and I've tried to change
the encoding to UTF8, no help...and even deleted a character in questionin
the body (a long dash between the date and author) but still cannot get
the post to go through.

Indeed but it still leaves open the question of whether Cox scan
posts being posted via their servers and drop those they don't like.
I can't see another explanation given that your dodgy character
