cropping to a specified size

Can someone suggest freeware for cropping and resizing.

I have used a number of such programs such as xnview and irfranview.
The problem is that I sometimes want to get a photo of specified size,
say 3 cm x 4 cm or 4 inches by 5 inches, etc. The photo I have has
a different aspect ratio and I would like to crop it so that it includes
the material of interest, typically a person's face, and winds up
being exactly the dimensions I specify.

With the software I am familiar with I can resize or I can crop but
to crop (and possibly resize) to a specified size seems more problematic.

Any ideas? I am looking for a suggestions on which program does this
well and exact instructions, if possible, on how to do it.

It gives you a little pointer with a tooltip type box showing X, Y
coordinates on the fly, RGB and HTML colors.
Don't know if that helps.
