maybe a bad workman always blames his tools
will try and figure it out later
not sure which graphic application is installed in my system when I right click,
I get a number of options; all except an ico :-)
maybe I will try and use Irfanview and see whether the results are better

1. I'm not sure how you can define a 1.5 x 2" picture,
because digital images don't have inch dimensions per se.
They have sizes in pixel dimensions (eg 200 x 300 pixels).
Their visible size varies depending on what resolution you use
on your monitor (higher resolution = smaller visible size). You
will only get a sense of its inch dimensions if you view it in
an application intended for (eg) desktop publishing where dpi
for printing is taken into account.
2. Since your image is not square, you will have to crop it
to produce a 48x48 pixel sized icon. The application appears
able to do that, if you tell it to. Irfanview can also do that.
However, some images reduce in size better than others.
