I can't seem to find any info on it, but at first glance my impression is
that it is not actually an email service, but an email forwarding service.

The method for creating new folders is there in the help files but it

I can't quite figure out their 'prepaid dialup' concept other than it is

This is an alternative when one does not have a server and on the road then
at any public internet service this web mail would be available....or its a
source for 'reply address' to continue on the resistance against 'spam etc.
