The forcing must be build into the e-mail client and probably also in the
email server,
and since you cannot force someone to use a specific e-mail lcient (that is,
only on a lan if you are System aministrator, or a Manager of some kind)
Using look out! (er... outlook) over the internet, you can Request a reading
receipt, but the receiver an choose to refuse sending of the receipt.
