Open Workbench is a free, open source desktop project management tool.
OW is based on Project Workbench($) code.
OW does resource constraint scheduling.

At last we have a "real" tool for project managers. I used Project
Workbench briefly 8(?) years ago so I can't comment on ease of use or
completeness now, but back then it was a good tool for small to
intermediate projects (i.e., excluding casual projects and multiple
managers). It included resource constraints, costing, and project
rollups, but was single user.

Most recently owned by Niku. I'm guessing(!) that this is the
stand-alone desktop module suitable for smaller, several person,
several month projects with one project manager. Niku also sells
Clarity, a server-based, multi-user, multi-purpose tool that "couples
top-down portfolio planning and analysis with bottom-up project,
program, financial and process management."
