for some reason now, mIRC wants to connect to IRC using my laptops
network address (192.168.1.x) instead of my ISP's IP address. any
suggestions on how to fix this ?

Well, I think you know that won't work, should not work. What did you change
to produce this behavior? And how do you know this is the case?
Undo whatever you changed?
If you will say what change you made to create this symptom, it will be
easier to help.
