I am trying to find a freeware photo album program mainly to make albums to
display on my computer screen but also occasionally upload to the web.

I would like to come up with as many suggestions as possible as I am unsure
of the layout I would most prefer.

Two things:
I tried going to: http://www.buzzys.net/jalbum.html and it just spins &
spins & never gets anywhere. Also, I see this is used for posting albums on
the web. Does it work just as well only using your home computer with no
web access?

Sure does. You don't need web access but you do need a browser. Just open
the index.html that is created on your machine.

There was a memory problem with the server. It is up and running again.

Yes, you can use JAlbum for local album viewing too.
