Picture Editing

I am looking for a good easy to use Photo Editor.

I use Gimp. But I am looking for one that will do Multiple things, RESIZE,
CROP, ROTATE, ADD TEXT, Maybe some effects.. without alot of know how for my
mother. Gimp for her is more complicated than she wants it. Looking for a
good alternative

LightBox doesn't mention support for text. I recommend the following two
that are easy to use and support text handling and effects:

what about paint.net ?
it does a lot of things and does lot of the things gimp does but the gui is
better organized and the program anyway is simpler (I'd say a lightweight
version of gimp)

PhotoFiltre is indeed a nice editor but it misses my recommended list
because it doesn't handle layers.

Paint.NET is indeed a nice editor but it doesn't allow custom rotations
and doesn't offer automatic drop-shadows for text. Both of those
features were mentioned or implied by the OP.

I tried PhotoMeister 2 and it has but one autofeature that I can find with
absolutely no control of it. It does a nice photoalbum though.
