- Program to change file created and modified time

I am looking for a program that will let me change the creation and
last modified time of a file. It must be no-install. GUI or
command-line version is OK. For Win2K/XP.
I have found lots of programs that install as windows explorer
extensions (context menu extension, right-click extension). But they
require installation. I have found lots of command line programs that
allow you to change the file modified and perhaps last-accessed time,
but not the creation time.
Any suggestions?

FWIW, a comparison. Both let you change any or all of the date/time
stamps (creation, modified, and last-accessed). Both are no-install,
just run the exe file. Both have a simple GUI. Differences I noted:
1. AttributeMagic only lets you change one file at a time, while
FileDataChanger lets you create a list of files and change them all.
2. AttributeMagic shows you the current date and time stamps of the
file before you change them. FileDateChanger does not show you the
existing date and time, it just lets you set it to some new date/time.
