- Program to use Adobe Photoshop plugsins??

Help!!
I'm looking for a graphics program that will enable me to use a
photoshop plugin that I have... unfortunately, I don't have the adobe
program but I am hoping there is a FREEWARE program that will enable
me to use te use the plugin.
Please help.. thanks!
