Help!!

I'm looking for a graphics program that will enable me to use a
photoshop plugin that I have... unfortunately, I don't have the adobe
program but I am hoping there is a FREEWARE program that will enable
me to use te use the plugin.

Word of caution, these programs tend to be able to use the older
plug-ins. The newer ones may or may not be able to be used in the above
titles.
