Q: does "free download" mean the program is indeed totally freeware?
Overview
Qliner hotkeys is a free and open source keyboard productivity environment.
It is the first product of it's kind that is usable by computer geeks and
non geeks alike.
Free and Open Source. I think that covers it.

That's the problem with that terminology. It's used by both those who
provide legitimate freeware as well as those who want to trick you into
using shareware or some other kind of non-freeware. However, in this
case (according to the website) the program is freeware:
"Permission is hereby granted, free of charge, to any person obtaining a
copy of this software and associated documentation files (the
"Software"), to deal in the Software without restriction, including
without limitation the rights to use, copy, modify, merge, publish,
distribute, sublicense, and/or sell copies of the Software, and to
permit persons to whom the Software is furnished to do so, subject to
the following conditions:

In article <gdKdnRsQ5_t5BKHeRVn-pw@rcn.net>, pdfrank@some.com says...
program. If you have a win-key, you can use that, and you can set how
long you have to press it before it opens Hotkeys. So no interfering at
all with the normal winkey-functions.
Caps locks is only for keyboards without winkey, and I guess you have to
press that for some time too, but I'm not sure about that.
It's the first program I know that can set hotkeys in a really simple
way.
It's opensource freeware:
