Any chance that the original poster downloaded kernel32.dll on line?
(I'm using a different machine now, but I think that was the kernel
file.). It caused all sorts of Windows areas to come up in Swedish,
like the buttons in Ctrl-Alt-Del even though the window contents
stayed in English.

I prefer english menus even though I am swedish.
