- recipients/HTML in Thunderbird

Using Thunderbird. In options for composition, it mentions
"...recipients not listed as being able to recieve HTML..."
Listed by whom? Listed where?
What is this referring to?

all in my opinion.
In your address book you can specify if the addressee prefers
either/or/both text-only/HTML.

On the "Contact" tab of the card, look at the setting
