- REQ: program to regulate the balance between background and foreground program priority ?

Windows permits to specify (in System panel) only if to give priority to
foreground program or services in background: is there a program to
define the amount of this "balance" ?

Process Explorer by Sysinternals.com has such a feature : choose
Process> Set priority or right click on the task you want to alter
(then "Set priority")
only 4 levels of priority are available so there may be room for
tools with finer tuning
