vector graphics editor?

What's the best way to view / edit vector graphics? It seems that SVG is
the way to go, right? So far I haven't found a good viewer - the ones I've
seen so far don't even scroll larger images.

As for editors, Inkscape is getting a lot of publicity but it is huge, lots
of python stuff included. Open Office Draw might be a good way to go but it
seems that the native format is not exactly SVG, though there is SVG export
capability. Don't know about Zoner Draw 3 yet - Pricelessware - but it is
not current - Zoner Draw 5 is payware.
