I have an Acer DUW1616ARR Dual layer DVD\RW-CD\RW drive. It's the only ata
drive on my system and it's set as slave on IDE 0
My Hard drive is a WD 1600js sata II on SATA 0.
The DVD drive is holding up the whole system at boot up.Seems like it adds
almost a minute to boot time.It won't finish booting until the drive spins
down.
Is this typical?

Not really. Unless you have a) enabled CD/DVD boot and b) have a CD/DVD
in the drive which looks bootable. In that case the booting is
handed over to the bootcode on the CD/DVD and the system can do
nothing about that. If the bootcode needs a minute to decide that
the CD/DVD is not really bootable, then that is it.
Advice: Disable boot from CD/DVD in teh BIOS. You can re-enable
it should you need it in the future.

Bad move. Set it as master.
Almost certainly because the drive is jumpered as slave.
