So the partition(s) are screwed.

I have a WinXP system with two external USB hard drives, E and F, both
Maxtor One Touch. All was well until today.
Symptoms: any program or routine that touches the E drive now bogs down.
Windows Explorer and Power Desk give the error message "E:\ is
not accessible. The parameter is incorrect."
My Computer lists the drive, and knows it is a "local drive", but has no
entry at all under the columns "total size" or "free space".
The Properties tab includes the entry that the file system is "RAW".
Can anyone suggest anything? The data isn't priceless, but I'd hate to
lose it: thousands of music files and some video clips.

Likely just another Maxtor One Touch that's gone to meet its maker.
www.retrodata.co.uk does recovery at reasonable prices.
R-Studio or Easy Recovery Pro may be able to see the files.

Nothing is well with Maxtor "Don't Touch Twice".
Death from overheating. Very likely. A well-known problem.
Very likely professional data recovery is the only option. You can
try removing the disk from the enclosure and connecting it directly.
That may or may not give you some limited access for a time (on the
theory that the IDE<->USB converter may be more sensitive to
problems that a direct connection).
