It's a side effect of (I believe) the Outlook Express security patch.
Not to worry, it's not indicative of any nastiness or anything going
on...it's just a bug, and you can delete the file without
consequence. As far as keeping it from being re-written, you may try
just creating a blank file named ~ in the directory, and then just
make it read-only. Not sure if this will create any side-effects
(not an OE user) but it SHOULD keep the file at zero bytes. Yep,
it's kludgy, but it should do the trick.
