No, but it is entirely possible.

Month, Day, and Year are all obtainable from the system. The program
could have also been counting every time it was used and set to crap out
after 10,000 starts had transpired.

Yes, a friend had me testing the installer for a program he had written.
I used InControl5 to track things and noticed a .dll file he was using
to increment (5 runs and it would cripple itself). Running the program
from a batch file (which reset the dll to zero) would give me unlimited
use of the program (had I wanted to do so).

Tinkering is fun.

If only everyone were that considerate. I've got a Linux box that I am
in the same situation with. I refuse to assume it is safe until I can make
an informed decision on the matter.

Actual DOS, or emulated DOS?
