- Add/Remove programs broken (Mshta.exe)

Running Win2K on a Dell Precision workstation.
Original install was using Dell OEM Win2K SP1.
Now running SP4 installed from Express download and all critical
updates also installed plus IE6
Add/Remove programs freezes and always get "Mshta.exe not responding
etc".
Can sometimes shut down with Ctrl +Alt+Del, sometimes not.
According to this KB

might work and requires OEM setup CD.
Question:
will this rollback to SP1 and zap all updates, critical fixes etc etc
or do commands
sfc /purgecache
sfc /scannow
just repair "Add/Remove"
Any advice as I just need to know what I'm getting into.
