is there a way to rearrange open program task bar buttons wihout closing
programs and reopening them in the order you want them in?

I do not know of a way to change the order of open windows buttons on the
taskbar.

I've been sending mswish e-mails for years about this. It is not possible.
You can kill your explorer.exe process and restart it to get your buttons in
a different order, and just keep redoing and hope that one of the times
produces the order of your choice. :/

Thanks for the info. I'm sure there are lots of people out there that would
like to see such an enhancement. When you work on many things at a time it
sure would be nice to be able to group them together the way you want.

There is some 3rd party app that will do what you wish. go to
www.google.com and search for "system tray manager" or "taskbar manager"
