can't delete or sync offline web pages / active desktop items

I'm using Windows 2000 Professional, and my system hangs whenever I try to
update or delete an element on my "active desktop." For example, if I click
on an image, news ticker, webcam, etc. from the web and right-click it to
"set as desktop item," I can never delete it from the list of web
components. When I try, I have to ctl-alt-del, and it tells me that
"mobsync.exe" is taking up 99% of my system resources. The system also
hangs until rebooting whenever I try to delete the files in my Internet
cache if I include offline files.

When I access the offline web pages folder at the system prompt in safe
mode, it says the folders are empty. But with Windows booted, all of the
offline web pages files are still there, and there's nothing I can do to
remove them.

I'm hoping that if I can delete these files and start with some new ones, my
system can automatically synchronize these elements as it should without the
whole system hanging and mobsync eating all of my memory.
