What is Wondows service cisvc.exe?
Why does it start by itself every so often and hog a lot of
resources?

It's the Indexing Service. You can stop it in the Control Panel. Start | Settings | Control Panel | Services | right-click Indexing Service | stop.
Then you will not see cisvc.exe in the Task Manger. You cannot stop it there. You can set the startup of the service to manual and the issue will go away. It's suppose to only start when your machine is idle but as in many Microsoft products it doesn't quite live up to that.
