- Control Panel error when opening "Add/Remove Programs"

I am receiving the following error message when I try to
open "Add/Remove Programs" in Control Panel...
An unexpected error occurred
Wrong number of arguments or invalid property assignment
res://sp3res.dll/default.hta
line:84
I could not find an article in the Microsoft knowledge
base that referenced this problem, so I am hoping someone
else has bumped into the same problem and found a fix.
Any help is much appreciate.
