Based on the attached error, it seems that the dcpromo.exe process is
running in the background. Let us check as follows:

1. Before you try to install service pack 3, please launch Task Manager.
2. On the Applications tab, close all the applications listed.
3. On the Processes tab, please check if the dcpromo.exe process is
running. If so, highlight it and click End Process.
4. Try to install the Windows 2000 Service Pack 3 again.

Can you install it this time?

If this does not work, please download all the service pack 3 packages to
your hard disk first and copy to that computer, then reboot that computer
into Safe Mode to install it.

Is the issue resolved now? If anything is unclear, please feel free to let
