Deleting Network Files and Folders

I'm having a problem where if my users create a file or
folder on a network share they can not later comeback and
delete those files or folders. The error I gets is

"Cannot delete the file "filename": There has been a
sharing violation. The source or destination file may be
in use."

I've made sure now one has the file opened. I've checked
the files and folder security setting and they have full
control of the files and/or folders. As the network admin
I can delete the files on the server.

Any ideas?


1. How come this happens and 2. how can I fix it?

I just tried logging on to the server as a Schema Admin
and still, even with the Schema Admin permissions, can not
delete, cut, or move the files. I'm extremely perplexed.
If you have any ideas I would GREATLY appreciate it.
