IIS will not work after rebooting

Hope someone can help me:

I had a professional computer hardware person put Windows 2000 on an
old computer for which I replaced the motherboard. Everything was
running fine, but I also wanted to use IIS which comes standard. I ran
the install and everything seemed ok. But I could not use IIS. Later I
reinstalled, and it worked. But it turns out, as soon as I reboot it
stops working. When I try to get into "Internet Services Manager" by
double-clicking, I just start this process called "mmc.exe" but nothing
shows up (I have to use taskman to kill it). Same thing with "Personal
Web Manager". I thought it would be necessary to reinstall Service
Packs and updates (after installing IIS) so I tried. Tried running
SP3. It died in middle before finishing. I thought maybe it was
getting hung up on the IIS stuff. Sure enough, after uninstalling and
then reinstalling IIS and making sure I didn't reboot, I could run SP3.
After this I was instructed to reboot. I then went on MS update page to
do rest of updates (beginning with SP4). SP4 died near the end
(probably because I had rebooted). How can I fix this problem with
IIS? Is the IIS on the Win2000 disk I bought faulty? So I need to
upgrade it? If so how do I upgrade it without rebooting?
