On one of our DCs the licensing service will not start.
It just hangs at starting. After researching we found
article 296936. This tells us to apply sp3, which we
already had. We stopped the service and reapplied sp3.
It still hangs

After checking the files that are in question we have the
following versions

llsrpc.dll version 5.0.2195.4907
llssrv.exe version 5.0.2195.4907
ole32.dll version 5.0.2195.6769
rpcrt4.dll version 5.0.2195.6753
rpcss.dll version 5.0.2195.6769
All these versions are newer then the recommended version
in the article

We are avoiding sp4 because it has not been tested with
our critical apps installed on this server.
