- monitor in power save mode

Monitor showing "In Power Save Mode" on black screen.
When not hooked to computer it shows RGB test pattern.
When I reboot computer, cannot see any startup screens,
and powering off/on monitor induces same dialog. Is this
a problem with the video card? Any ideas for a fix?
