I want to monitor TCP/IP packets sent/received via an ethernet card in
my Windows 2000 box. Does W2K Workstation have a bundled network
monitor?

Unless I'm missing something, this won't do what I want. It tells me how
many packets per second have been sent or received, but it doesn't tell
me anything about the content of those packets.

No idea what content you're after, but you'll probably have better luck
asking in win2000.networking

I've just downloaded EtherDetect which will do what I want, for a quite
reasonable price.
