Windows 2000.

A file on the desktop, or windows explorer, I will right
click on the file and select properties from the menu. No
properties box pops up. it does not work if i select it
from the file menu either.

it stopped working a while ago, then i worked again
briefly, now it doesn't work again.

any idea what can be causing this?
