How can I recover a file in the server that was deleted
form a workstation. The file does does not show on both
recycle bins.

If you don't have a Backup.... you are in trouble... the file will never
show in the recycle bin if it was deleted over the network,... it is realy
deleted... thats a security issue

You may be able to recover the file with a "direct from disk" file
recovery program. Doa Google search for "undelete" and you'll find
several such utilities.
To prevent this from happening in the future, you need an application
that captures deletions across the network. Undelete, from Executive
Software is one such program, and it has saved many sys admin's bacon.
