I'm using Windows 2000SP3 Dutch version. Can SP4 be installed over this?
Where can I download SP4 executable (to avoid updating on line)?

Yes.
Go to the windows update site, choose the network version. Save it to your
HDD, burn a copy. Just like getting it from the store.
