If I already have Service Pack 4 installed, but I'm getting the following
svchost.exe error, Should I reinstall SP4, or is there a special fix
available for this bug?

Svchost opens a port number 135 on your computer and it is
used for Microsoft DCE Locator service aka. end-point
mapper. It works like Sun RPC portmapper, except that end-
points can also be named pipes. Microsoft relies upon DCE
RPC to remotely manage services. Some services that use
port 135 of end-point mapping are:
DHCP server
DNS server
WINS server
You should look the above services but my experience says
that if you have a Domain Controller your DNS Service is
not configured corectly.
If you have firewall installed DO NOT block the
Svchost.exe.
The RPC service is a very assential service and a lot of
services are depending from this.Be Careful especially
when the DC is on line.

I started experiencing this yesterday also and after doing everything
from reinstalling to blowing my brains out I finally found the answer.
You are infected with the new Blaster Worm

Easiest way to see if you have it is to search on your C: drive for a
file called MSBLAST.EXE.
I initially renamed this to msblast.exe.001 then rebooted.
Everything back to normal. To protect yourself update virus table and
run all critical updates from micrososft.
