I would say that this is connected to the new virus Blaster (aka
MSBlast, LovSan...).

I am confronted with this same behaviour of my computer (Windows
2000);
I first got it the morning when I realised later that I was infected
with this virus.

When I say that it is connected with the virus, it is because I do not
know whether it is due to the virus itself or to the protection that
are taken against it; this on the following basis:

- the message appeared before I realised I was infected, but the same
day
- this happened exactly similarly to other persons in my company, who
themselves appeared later to be infected
- a priori, my computer had been prepared against the possible attack
from this virus (for example, my virus software, Virsucan, detected
the virus; and a software upgrade had been performed, including
service pack 3)
- the behavior remains despite I have run the antivirus software, with
two successive versions of the antivirus (file definition 4.02.4283
and 4.02.4284)
- when I restart my computer, the message appears whenever I am
lauching Internet Explorer, then accompanied by other symptoms, some
of them having been described as consequence of the virus:
+ impossible to copy/ paste
+ when opening a document with Word, message saying "This document
could not be registered. It will not be possible to create links from
other documents to this document"
+ impossible, when using Internet Explorer, to "open in a new
window..."
+ impossible to disconnect from a dialup connection by rightclicking
on the incon in the task bar and selecting "disconnect".
