.... instead of being a *machine* setting. In general a keyboard is connected
to a computer, not to a (gentle) user :-D.
I suggest either remove Roaming Profile functionality or change keyboard
layout settings type from user to machine.

Locale information is stored in the profile (NTUSER.DAT).
When a user roams with his profile it is important to have the locale
including keyboard layout roam with him. His experience should be the same
regardless of where he logs on.
