- Unable to install hotfixies/udates "because they are not signed"

The system: Windows 2000 Server SP3 - solo domain controlle
I am unable to install any hotfixies or Windows 2000 post-SP3 updates. All hotfix installers give me an error about the hofixies not be signed, therefore they cannot be installed
In addition, many web sites will not load up in IE (nor can IE be updated, probably related), but it states an ActiveX error "Your current security settings prohibit running ActiveX controls on this page..."
I have searched through the web, local, domain, dc, IE, settings, but I can't seem to find the one kicking this all off track
Any ideas
