Recently a client pc started experiencing problems
opening Windows Explorer, Control Panel, Recycle Bin, and
Internet Explorer in Windows 2000 on a Dell Optiplex
Tower pc. The apps eventually open but it takes several
minutes. If they are closed and then reopened the same
thing happens. Other applications such as office, NAV2003
and others are fine. I have scanned for Viruses and ran
several virus removal tools and came up empty. I also
reinstalled NAV2003 and IE 6 SP1 and this has not changed
the problem. I can boot the pc in Safe Mode with
Networking and the problem apps work fine. I suspect
corruption of some sort. Is there a common file or files
involved in the problem apps? The pc is fully patched
with SP4 and all Critical and recommended updates.

Was Norton's Protected Recycle Bin installed by chance?
If so, uninstall it:

No it was not. It's the regular Windows Recycle bin.
