When I double click on a .tif file, I want to be able to
change my default application from MS Image viewer to
another application. How do I do that?

Right-click or shift-right-click on a TIF file in Explorer
and choose "Open With", then select your application.

Don't forget to check "Always use this program..." if you want to keep using
whatever you choose.
